The Agreement between the Government of the Republic of Belarus and the Government of the People’s Republic of China on Scientific and Technical Cooperation
The Government of the Republic of Belarus and the Government of the People’s Republic of China, further referred to as “Contracting Parties” on the basis of their interest in the development of science and technologies in both countries, guided by the principles of equality and mutual benefit and taking into account the fact that scientific and technical cooperation will contribute to social and economic development of both the Republic of Belarus and the People’s Republic of China and considering the establishment of this long-term basis from cooperation development necessary, have agreed as follows
The Contracting Parties shall contribute to the development of scientific and technical cooperation between the parties and jointly determine directions and fields of such cooperation.
The scientific and technical cooperation between the Republic of Belarus and the People’s Republic of China may include the following:
The Contracting Parties shall assist to scientific and technical cooperation of agencies, organizations and enterprises of both countries in compliance with agreements and contracts concluded within the present Agreement.
The Government of the Republic of Belarus appoints the Department of Science and Emerging Technologies of the Administrative Affairs Office in the Council of Ministers of the Republic of Belarus and the Government of the People’s Republic of China appoints the State Committee on Science and Technologies of the People’s Republic of China as the bodies that shall coordinate the work on implementation of the present Agreement.
The Contracting Parties have agreed that commercial, financial and legal issues that occur during cooperation shall be decided on within separate agreements and contracts concluded in compliance with applicable in both countries legislation.
The Contracting Parties are obliged not to transfer the results of scientific and technical cooperation acquired by them and their representatives under the present Agreement, to the third parties without the formal consent of both Parties.
Modifications and amendments to the present Agreement may be introduced with the consent of the Contracting Parties.
The present Agreement shall come into force from the date of its signing and shall be valid during 5 years. It shall be automatically prolonged for the next 5 years if neither of the Contracting Parties 6 months prior to the termination period of the present Agreement notifies in writing the other Party about its desire to terminate its validity.
Done in the city of Minsk on April 24, 1992 in duplicate, each in Belarusian, Chinese and Russian, the texts in all languages being authentic.
