Memorandum on the work principles of the Belarusian-Chinese Committee on Trade and Economic Cooperation

The Belarusian and the Chinese parts (hereinafter referred to as “the Parties”) of the Belarusian-Chinese Committee on Trade and Economic Cooperation (hereinafter referred to as “the Committee”) with the aim of providing effective solution to the questions issuing from the Agreement on trade and economic cooperation signed by the Government of the Republic of Belarus and the Government of the People’s Republic of China, seeking to create favorable conditions for the development of commercial and economic relations, observing the principles of respect for sovereignty, non-interference in the domestic affairs, equality of rights and mutual benefit, being aware of the fact that the regulation of certain issues regarding the procedure of the Committee’s meetings will enable the development of the Belarusian-Chinese relations in all spheres, in the course of the seventh meeting of the Committee

AGREED ON THE FOLLOWING:

Article 1

The Committee meets in turn in the Republic of Belarus and the People’s Republic of China, once a year, on the date agreed on through diplomatic channels.

In case of necessity the Committee may be summoned to a special meeting following the proposal of one of the Parties. In this case the meeting takes place in the country, which has initiated the calling of the Committee.

The meeting of the Committee is presided over by the chairman of the Party representing the country where the meeting is being held.

 Article 2

The host Party sends the agenda of the forthcoming meeting to the other Party through diplomatic channels three weeks prior to the opening of the meeting.

The additions and changes in the agenda are to be agreed on by the chairmen of the Parties not later than two weeks prior to the date of the meeting.

The questions added to the agenda at the beginning of the meeting on mutual agreement of the chairmen of the Parties may also be discussed at the meeting.

The agenda of each meeting is adopted by the Committee at the first plenary session.

 Article 3

The list of participants of the next sessions is to be agreed on by the chairmen of the Parties not later than two weeks prior to the date of the next meeting of the Committee.

Each Party may invite the necessary specialists and experts to participate in the session.

 Article 4

The Committee may create specialized subcommittees to explore the issues and projects suggested for consideration by one of the Parties.

 Article 5

The host Party covers the expenses on the organization of the meeting of the Committee.

The Party that sends its representatives to participate in the meetings of the Committee pays the traveling expenses and the inter-urban transportation (within the host country) expenses as well as the meals and lodging expenses of its representatives.

The host Party, observing the principles of mutuality, provides the visiting Party with a means of transportation to the site of the meetings.

 Article 6

In case of necessity, on the basis of mutual agreement of the Parties, a memorandum on the questions discussed at the meeting is signed.

 Article 7

The present Memorandum comes into force the day it is signed and its validity is not limited.

Each of the Parties may terminate the present Memorandum by sending a written notification to the other party. The Memorandum expires 6 months following the date the other Party receives such a notification.
