1.    The Resolution of the State Committee for Standardization of the Republic of Belarus dated March 14, 2007, No.15 approves the following State Standards for value appraisal of the objects of civil law rights:

STB 52.0.01-2007 Value appraisal of the objects of civil law rights. General provisions. 
STB 52.1.01-2007 Value appraisal of the objects of civil law rights. Appraisal of enterprises as property complexes (business).
STB 52.2.01-2007 Value appraisal of the objects of civil law rights. Land plots appraisal.
STB 52.3.01-2007 Value appraisal of the objects of civil law rights. Appraisal of capital constructions (buildings, facilities), isolated premises as objects of immovable property.
STB 52.4.01-2007 Value appraisal of the objects of civil law rights. Appraisal of machinery, equipment, inventory and materials.

PROPERTY APPRAISAL AND REAL ESTATE MARKET ANALYSIS

Appraisal of market (other costs) and rights to property is carried out in relation to:

•    plots of land
•    property objects for dwelling purposes (flats, detached houses, cottages, dachas)
•    property objects for commercial use (offices, stores, hotels, restaurants, fuel stations etc.)
•    property objects for industrial and municipal and storage use
•    the right to rent property objects
•    equipment (machines, devices, technological complexes and continuous flow lines, power-supply units, office appliances, furniture, office equipment, welfare items etc.)
•    constructions (bridges, grounds, roads, fencing, public services and amenities, ground and underground vessels etc.)
•    engineering services (power transmission lines, pipelines)
•    construction-in-progress objects

A particular trend of the Agency’s activity in the field of property appraisal is evaluation of business value and assessment of real estate (rights thereto) in accordance with IAS/IFRS. Our Agency experts render services on real estate market analysis for different time periods by any region of the Republic of Belarus.

Appraisal is carried out for the purpose of emptio-venditio, revaluation of fixed assets for taxable base correction, converting enterprises into joint-stock companies and redistribution of property shares, determination of starting price at a tender, lending, partition of property, assessment of compensation, making contributions in kind in authorised fund of an enterprise, balancing etc.

For placing an order for an individual appraisal of immovable property objects and equipment you should address (via email or fax) our enterprise with a letter of application.

As a result of our activities the Orderer obtains the Conclusion on the value of an object appraised and the Evaluation Report, being drawn up in full conformance with the International Standards and the current legislation of the Republic of Belarus.

CADASTRAL VALUATION OF LANDS
 

Regulatory Enactments

The Instructions on cadastral valuation of lands located in inhabited localities of the Republic of Belarus approved by the Resolution of the State Committee on Property of the Republic of Belarus dated May 31, 2007, No.31.

The Instructions on cadastral valuation of lands belonging to horticultural partnerships and dacha construction of the Republic of Belarus approved by the Resolution of the State Committee on Property of the Republic of Belarus dated May 31, 2007, No.31.

Cadastral valuation of land plots: activity on determination of cadastral value of land plots for a particular date and for the purposes stipulated by the legislation.

Cadastral valuation of a land plot is a calculated monetary amount reflecting the value (usefulness) of a land plot provided it is used for the current purpose. 

Cadastral value of a land plot is maximally approached to market value as of the date of appraisal provided sufficient information is available.

Orderers of Cadastral Valuation

Orderers of cadastral valuation of land plots can be presented by district, municipal, regional executive committees, the State Committee on Property of the Republic of Belarus.

Real Estate Market Analysis

It order to make cadastral valuation we discover selling prices (supply prices) of property objects, price tendencies, changes in demand and supply for immovable property, sales conditions, conditions of financing, period of their being in public supply on the market prior to their sale, rental rates on the market, conditions of rental contract conclusion and other indicators.

The analysis of property market is carried out by three segments: residential real estate; industrial real estate; public and business (commercial) real estate. 
If it is necessary, additional segments can be determined for the analysis.

Methods Applied in Cadastral Valuation

Provided there is enough market information - costs approach to value, profit method, method of direct comparative analysis.
Provided insufficient market information is available – method of cadastral valuation together with one of several methods of valuation: costs approach to value, profit method, method of direct comparative analysis.
Provided no information is available – method of cadastral valuation only. 

Evaluative Zonation

The process of cadastral valuation provides for evaluative zonation of lands which lies in division of lands into evaluative zones with approximately equal cadastral value of lands plots.

Sources of Information


The State Land Cadastre (Register of Property, Register of Value of Land Plots, Register of Prices for Real Estate), databases of offers related to real estate objects, etc.

Results of Activities on Cadastral Valuation

The results of activities on cadastral valuation are presented in the form of Report and Conclusion on Cadastral Valuation.
The results of cadastral valuation are approved by local executive committees.
Being approved the results of cadastral valuation are introduced in the Register of Value of Land Plots.

Technologies Being Used

The “National Cadastre Agency” SUE has developed and now applies its own automation media for valuation works based on GIS technologies.

REGISTER OF PRICES OF STATE LAND CADASTRE

The Register of Prices for Land Plots of the State Land Cadastre (hereinafter – Register of Prices) is carried out based on the Article 84 of the Code of the Republic of Belarus on Land and contains information about prices for land plots and real estate objects located in the plots registered on the date of settlement of transactions with the plots. The Register of Prices is kept by the Department of Land Appraisal and Real Estate Market Monitoring at the National Cadastre Agency.

Contents of the Register of Prices
Data related to a land plot:

•    cadastral number;
•    address;
•    purpose;
•    area;
•    price for a land plot and (or) all immovable property;
•    procedure, conditions and terms of contribution of rent for a land plot and (or) all immovable property;
•    lease term for a land plot and (or) all immovable property;
•    legal status of a land plot; date of conclusion of a contract (transaction or other document) being the ground for conveyance of rights in a land plot.

Data related to a permanent structure:

•    inventory number;
•    address;
•    purpose;
•    data on price and rent;
•    specifications (degree of completion (for incomplete mothballed permanent structures));
•    year of construction (year of mothballing for incomplete mothballed permanent structures)
•    number of storeys, number of underground storeys;
•    structure floor area;
•    walling material.

Data related to an isolated premise:

•    inventory number;
•    address;
•    purpose;
•    data on price and rent;
•    specifications (the floor on which an isolated premise is located)
•    number of rooms;
•    premise floor area;
•    the data on permanent structure the isolated premise is located in (number of storeys, walling material, year of construction).


Retrieval of Information from the Register of Prices

Information contained in the Register of Prices for land Plots can by obtained by standard and special inquiries. A standard inquiry provides for retrieval of information about the prices for land plots and real estate objects located thereon. Selection of the data is conducted by condition set in an applicant’s inquiry.

A special inquiry provides for retrieval of information retrieval of which requires additional exploration of the database of the Register of Prices for Land Plots.

Information or reasoned refusal in retrieval of information shall be presented within 10 days since the date of the receipt of written inquiry and payment for compilation of information subject to retrieval.
Retrieval of information from the Register of Prices has been conducted since January 1, 2006.

REGISTER OF VALUE OF LAND PLOTS OF STATE LAND CADASTRE

The Register of Value of Land Plots of the State Land Cadastre (hereinafter referred to as the Register of Value) contains the data on cadastral and market costs of land plots in the Republic of Belarus (lands of inhabited localities, horticultural partnerships and dacha construction, also lands located outside inhabited localities, horticultural partnerships and dacha construction) being the results of their cadastral and individual valuation (Article No.143 of the Code of the Republic of Belarus on Land ). The Register of Value is kept by the Department of Land Appraisal and Real Estate Market Monitoring of the National Cadastre Agency. 

Contents of the Register of Value

The Register of Value contains data on:

•    base value of lands of  inhabited localities of the Republic of Belarus;
•    evaluative zones of inhabited localities and cadastral values of lands of these evaluative zones;
•    cadastral values of land plots of inhabited localities registered in the Register of Immovable Property as of the date of cadastral valuation;
•    value of particular land plots after conduct of their valuation.

The Register of Value also contains information of town-planning, ecological, social and cultural purpose related to administrative-territorial or territorial entities of the Republic of Belarus used when conducting cadastral valuation.
These are schemes of functional zoning of inhabited localities’ areas, time distance to the centre of a town of an inhabited locality, availability of engineering infrastructure (water-, gas- and heat supply etc.), territorial and planning conditions, natural and recreational peculiarities of lands of inhabited localities in electronic format.

Application of Information about Cadastral Value

•    The Decree of the President of the Republic of Belarus dated December 27, 2007, No.667 “On Withdrawing and Granting Plots of Land”
•    The Decree of the President of the Republic of Belarus dated February 7, 2006, No.74 “On Improving the Procedure for Fixing the Rent Charge for State-Owned Plots of Land”
•    The Decree of the President of the Republic of Belarus dated January 12, 2007, No.20 “On the Specificities of the Mortgaging of Private-Owned Land Plots to Banks for Obtaining Bank Loans”

Retrieval of Information from the Register of Value


The data form the Register of Value of Land Plots can be provided to any person on the basis of a written inquiry after presentation of a document confirming payments for works on preparation of data for their retrieval from the Register of Value of Land Plots.
Information contained in the Register of Value of Land Plots can by obtained by standard and special inquiries.
By a standard inquiry one can obtain:

•    data on cadastral value of a land plot (form РС-2);
•    data on average (base) cadastral value of 1sq.m. of lands of an evaluative zone wherein the inquired land plot is located (forms РС-4, РС-4СНП, РС-4Вн).

By a special inquiry one can obtain:
information retrieval of which requires additional exploration of the database of the Register of Value of Land Plots.
The above presupposes that the data can be delivered to an applicant in different forms:

•    reports, explanatory (analytical) notes on the conduct and the results of exploration of  the Register of Value of Land Plots database connected with the points of interest;
•    thematic maps (schemes) including maps (schemes) of evaluative zonation;
•    data arrays for conducting researches on different topics;
•    charts of  cadastral values of land plots, lands of evaluative zones.
